What is subsidized housing?
Subsidized housing is government sponsored economic assistance aimed towards alleviating costs and expenses for impoverished people with low to moderate incomes. Subsidized housing is often called “affordable housing”. Forms of subsidies include direct housing subsidies, non-profit housing, public housing, rent supplements/vouchers, and some forms of co-operative and private sector housing.
Programs
Section 8 Housing Choice Voucher Program–
Unlike many of the surrounding counties, the Clarion County Housing Authority’s Section 8 Voucher Waiting list is OPEN. What does this mean to the residents of Clarion and Forest Counties? It means that safe, sanitary and affordable housing may be more attainable than you think. The Section 8 Voucher Program allows renters to find housing of their choice in Clarion or Forest Counties and receive rental assistance from the Housing Authority. The landlords benefit by receiving all or part of the monthly rental payment and the renters benefit by obtaining an affordable place to live.
In order to determine a household’s eligibility for the program, they must complete an application, be called in off of the waiting list for an interview, and provide the Housing Authority with all necessary documentation. When the household is determined eligible, they will receive a voucher and begin searching for their ideal place to live. The Clarion County Housing Authority will inspect the unit to ensure it passes the minimum safety standards set by the Office of Housing and Urban Development and the participant will begin receiving assistance with their rent. Many people may not realize that they could be eligible for assistance with their monthly rental payment.
Section 3–
Section 3 of the Housing and Urban Development Act of 1968 requires the Clarion County Housing Authority to ensure that employment and other economic and business opportunities generated by HUD financial assistance are directed to public housing residents and other low income persons. The Clarion County Housing Authority incorporates Section 3 in all procurements generated for use with HUD funding.
Our current Section 3 Policy requires that if a contractor/subcontractor has the need to hire new persons to complete the Section 3 covered contract or needs to subcontract portions of the work to another business, they are required to direct their newly created employment and/or subcontracting opportunities to Section 3 residents and business concerns.
