The Clarion County Housing and Community Development Corporation (CCHCDC), an instrumentality of
the Clarion County Housing and Redevelopment Authority, is the major contributor to the 2nd Avenue
Rehabilitation Project. The major rehabilitation along 2nd Avenue in Clarion includes this former ARC
Building, which was originally built as the Coca-Cola Bottling Plant. This project is just the first of several
projects currently underway along 2nd Avenue. The Clarion County Redevelopment Authority is in the
process of environmental remediation and rehabilitation of the former Dillon Service Station and is a
partner for the 2nd Avenue Multigenerational Park Project. Most recently we are involved in the
PennDOT application for sidewalk, streetscape and street lighting from the Clarion High School to the
Multigenerational Park.
The Clarion Community Center on 2nd has secured funding from the Federal Home Loan Bank and the PA
Housing Affordability and Rehabilitation Enhancement Fund (PHARE) for the rehabilitation of three
affordable residential units, one of which will be completely accessible. The final phase of the Clarion
Community Center on 2nd Rehabilitation Project will include the rehabilitation of the commercial space.
This space is zoned to only house social service agencies. We anticipate that the Clarion County United
Way and Clarion County Stop Abuse For Everyone (SAFE) will offer their services from this state-of-the-
art building. We are also planning to offer a large community space to other agencies and community members for education and informational purposes.
Goals:
- Provide affordable office space to social service agencies serving all of Clarion County
- Provide a high tech community space for educational purposes to agencies and community
members - Address a vacant blighted anchor building in downtown Clarion
- Contribute to the over rehabilitation of the 2nd Avenue area of the Clarion Area
Rehabilitation of the Clarion Community Center on 2nd contributes to the overall neighborhood
revitalization strategy. The Clarion Community Center on 2nd aims to improve the neighborhood by
transforming this blighted property and providing convenient, accessible access to services in our
downtown area. In addition to esthetically improving our downtown, the Clarion Community Center on
2nd will continue to contribute to our community by way of useful community space and ongoing
financial contributions through property taxes.
